It appears there's two types of files with the .bnk_pc extension. One appears to be Wwise stuff (at least a quick search says so, ones with "BKHD" magic numbers). But there are also files usually with "_media" tacked on to the end of the name, and those look like something Volition specific...

we've been able to replace audio for a while now, so at least we can do that. plus the radio station stuff seems to be almost entirely through xtbl files so we can always just butcher existing radio songs and use those
I worked on reverse engineering the bnk_pc file formats a while back, and while I got most of the features I wanted out of it, I could never get around to adding brand new audio clips to the game. After some extracting, I found that the clips have an ID of some sort, but I could never figure out...

Me and IdolNinja discovered a limit recently: Audio banks larger than 128MB can have songs at the end of them cut off. An updated version of bnk_pc_packer has been uploaded that warns if this limit is reached.
It looks like they removed the older versions from their site. What you can try is renaming the *.wem files to *.wav and try packing them that way, but I can't guarantee they will work.

Anyway, the ww2ogg and revorb tools can be used to convert SR3's audio files to usable ogg files. And yes, they have to be loud. Use something like Audacity or GoldWave to fix up the files before converting them using Wwise.
The version of "Holding Out for a Hero" seems to be a different version made to loop, probably with extra parts of it somewhere. The copy of "Power" is basically identical, but so was the version in the penthouse mission.
Just a heads up: You might want to record the ID metadata for each entry too, since that is how the audio is identified, not their position in the audio bank. The Different audio banks are mostly just there for organization.
While a spreadsheet can be useful in the short term, I'm more interested in finding out how the names in the audio tables are matched up to audio bank entries. Once that's discovered, I can generate a list for that easily. Feel free to start on your list though, it could prove helpful. Google...
Update: I've found that for voice audio banks, the number in the audio bank matches to the <Wav_id> field in various voc_*.xtbl files in misc_tables.vpp_pc. However, the rest of the audio bank files are still a mystery for now, but things are looking up!
