I remember when using the SRTT tools (made by Rick/Gibbed), it would always spit out a @streams.xml file along with the .cvbm and .gvbm, but since the new SRIV tools by Minimaul (I believe largely based from Rick's initial work), that file hasn't come with them, but it also has command line...
Well, I tried changing a name by doing this, and the game froze on loading a save:
Files used:

1. Extracted tattoo_Rforarm_12.str2_pc
2. Extracted .cvbm/.gvbm to get tat_arm_fair.tga.DDS file.

For people who want it to stay open after it's run to see what it's done, and are new to the whole command prompt concept:
1. Right-click in a blank area of the folder the tools are in, ... > New > Text Document
2. name it whatever
3. open, and paste this in...

I've made 4 different tattoos, and...(and I can't believe I didn't realize this) they do, in fact, all have higher resolutions from the original. I guess I didn't notice because raising the size of the texture doesn't increase resolution...
Well, I think *all* the NPC's are in there; you're gonna have to look, or at least use a "find" or "search" function in notepad/your text editor...
Most of the NPC's that are named in the game will have a field that contains some form of their name (i.e., search for "shaundi" and you'll find...

Since the tattoo system (as well as a majority of the tattoos) in the game are the same, I hit this issue with both 3 and 4, but am currently only interested in modding SRIV, thus the thread...
A screen with the new ones highlighted would be nice, or at least a run down of what colors you added would be appreciated.
I mean, does the mod focus on more realistic skin colors? Or fantasy stuff?
(crossing my fingers that's it's realistic...:P)

".matlib" makes me think it's the equivalent of a .mat file for 3d-editing. There's likely a texture in it, but with more info as to how it's applied, etc. So, not something that will necessarily just spit out a Photoshop-friendly image file.
But, that's conjecture at this point, really. :-\
As far as that line in the .ini, I swear I've seen it a handful of times before, not limited to this franchise.
I think even some Beth games like FO:NV and Skyrim have it, and I think it's essentially useless, changing nothing.

I can't say for sure what the cause of this bug is, but I can tell you that any item of clothing that has the option to pick a color, means it's texture is divided in (and up to) 3 channels (red, green, and blue, for those not familiar with graphic editing), with all that's red being the 1st...
You could always check out the other camera/FOV mods' .xtbl's and see what they changed. Might be a good frame of reference should you intend to continue working on this mod.

I (think) there's a reason as to why the added colors' names show up as named something like !!!Unrecognized_hash_value for SR3, but don't recall the fix (if there was one). Is this fixable now, or to be fixed when the SDK comes out?

Can you give a screenshot?
Make you're dragging the .cvbm_pc (or .cpeg_pc) file on to the .exe, not the .gvbm_pc (or .gpeg_pc) files, though both need to be present in the directory of the .c' files.
