Good for you. Have you tried looking on Saints Row 1 for the mountains in the skybox? Have you found any? I been everywhere in that game as far as I could swim, there are invisible walls everywhere and a message appears saying...
I used the mountains textures from Masamaru's sky textures from his texture pack, it really don't look like or remind me of anything to do with the first game so no, I will not use them, sorry.

I've been wanting to know the same thing. Maybe start with the template.xtbl file found in the common.vpp_pc file. It mentions a start time and a end time.
They're not made for us to fly period. That's why the game crashes if you approach them. By looking at the .xtbl files that were extracted from the game, they're not designed for us to fly, even civilians aren't allow to fly them.
