Clothes and npcs share the same file format (ccmesh). So you can extract their str2_pc and repack them into a new one. This option however... will only support one body type and the char will have buggy fingers in game. (nps skeletons have shorther limbs).

Im not sure if that will help anyways, like i said before, the sphere map matt uses wont turn the cape from red to purple.
The issue may be another thing.
In this particular case, the sphere map is used to give the satin look, so it barely alters the cape color. Theres a diffuse texture for the cape, so coloring that should solve it.
Btw, npcs have two sets of texture (low and high res) Are you coloring both or only one?
"mods" folder is for the workshop stuff, individual .vpp_pc files that add new items instead of replacing. This is the new format one.
Older mods are the ones that require you to past the files in the root directory.
And... GOOH is on the GotC?
