You extracted the files somewhere right? You're not trying to run the exe from the zip file I assume. Make sure that "Ready for connections" is displayed on the console the exe opens before you start the game. A reinstall shouldn't be necessary unless you really buggered up the game with mods...

I don't get the messages you do if the emulator isn't opened. The message you posted says that Steam is in offline mode. So either you've forgotten to turn offline mode off, or you're playing a pirated version.

Did you make sure to add the line "127.0.0.1 sr3.hydra.agoragames.com" to your hosts file? Make sure you there are no characters (/, #, etc.) at the start of the line. As long as you did that, it should work. Just open up "MySteelportEmulator.exe" and start up SR3/SR4.

What are your display settings? Depending on where you are and how much is going on around you, the game can tank. It runs fine for me with settings up high and stuff like Ambient Occlusion on when I'm just walking around Stilwater, but driving or fighting causes the game to lag a lot.
