I have wondered about this too; If this project could possibly lead to NPC creation through the in-game Player Creation... Volition's NPC creation tool evidently worked similarly, but then combined all the different parts into a single .cmesh, .peg, etc.. The UI does act pretty weird. For what it's worth, I've also had this problem when running DXVK with an AMD RX 580 (so old, it's not even the latest DXVK). Disabling DXVK makes that menu appear again.
