Mod vehicle handling fom XBOX 360 on PC?

As the title says, it is possible to mod vehicle handling (the files that contain vehicle handling, idk what files that would be) form Xbox 360 onto PC? That wold sole the handling issue once and for all.

Yes i meant porting the handling, Thanks to you both for the correction. It's just an idea, i don't know the first thing about modding. Plus SR2 on PC is very sensitive to modding...
