Zombies in Free Roam?

Is it possible to do this? I can't seem to find any mods that allow this to happen

Not possible. There are hardcoded restrictions happening that won't let zombies spawn anywhere outside of the underground areas.

Though.... you could probably create a mission and a bunch of different spawn groups that would do it.
