i just want to know if saints row 4 mods like clothes can be put to 3
And I also have an error in Sandbox + when I do the r + semicolon trick the animation is fired

Its doable but extremely limited, not really worth the hassle, SR3 memory limit makes it impossible to port most of the clothing outfits.
