I found Dynamic texture;)
 
Bacause it's a texture not shader.
I wish I knew how to use it.
Oh I realize what Admixon said is right...I just learn a few days ago where to find Weapon_Skins for Weapon Texture from Flow and if the answer I give you isn't right -even though you already have it- you can go to this mod author.

Those Dynamic Shaders = Are actually Animated Texture.
Its funny you ask for knowledge, Admixon because I needed to know how you put FBX in Blender and HyperVoxel needed to know about applying textures to models in blender.

1. Did you use Maya 2015 or Maya 2014?
1A. If you used 2014, did you buy it or are the 3Years not expired?​
2. Did you Export from Maya as FBX Binary or FBX ASCII?
3. What Year of FBX did you use when Exporting?
4. What Version of Blender did you use?
4A. Did you import as FBX, 3DS or OBJ?​
5. Did you install a FBX Plugin for Blender to make it import FBX better?
6. What tools did you download to use Maya to Converter/Import/Export from/to Blender?

- I got Blender 2.78a & Maya 2015 Student
- Python 2.6.6 x64, FBX2014 PythonSDK (Should I use the 2015 one) and SaintsRow_FBX_Converter

1. Import into Maya 2015 & Rendered in Maya Software (These were already Converted to FBX, I don't remember where I got it though...from here though)

2 After I Export and re-import it to Maya 2015
- Maybe its cause I was in Maya's Edit Mode and didn't realize the Export All was selecting this only

- While Default Cube is in Edit Mode
- Also if you change the Engine suddenly the Materials Render/Show improperly
- Exported with Default Settings

9. Binary 2013 Lost Location & Size of Bones...but I can probably restore by reimporting original model

- Compared to Original it seems I lost the bones...Can it be restored by simply Replacing Armature with Pistol_Police_A & Bone Clip? (I'll try it afterwards)...THANK YOU SO MUCH

10. Binary 2014, YOU WILL LOSE TEXTURE DATA WITHER YOU USE BLENDER RENDER OR CYCLES RENDER...IT MAKES SO MUCH SENSE NOW...SAINTS ROW 4 WAS MADE IN 2013 HOW THE FLIP DID I NOT REALIZE THAT...then again 2014 File Size is smaller than 2013???
- Also Changing from FBX 7.4 Binary to FBX 6.1 ASCII will cause Blender to produce ERRORS and NO FILE

THEREFORE THE ANSWER FOR MAYA TO BLENDER TO MAYA

= Import it to Maya 2015 > Export FBX Binary 2013 > Blender 2.78a, Change the Engine First > THEN Import into Blender > Export FBX 7.4 Binary > Import into Maya 2015
