Was the design of New Hades intentionally like Stilwater?

To me, it looks like the same shape but streamlined/squared, there are even 6 bridges connecting the top of the map to the bottom

to me it's more like Steelport due to the sheer 90 degree turns and four-way intersections it has in the richer areas, while other areas like the slums and the many islands feel as creative and natural as Stilwater's greenery
