Vanishing Wardrobe

I have some outfit items which I cannot equip individually.

So, like, I bought a sweater, built some outfits based on it, and now I can equip the outfit, but no longer have the option of equipping the sweater by itself (where, of course, previously I did).

How does one go about isolating the cause of this kind of problem?
 
I find that it is a few missions (namely the rescue Matt Miller from the zin ship mission and possibly the rescue Kinzie mission) which wipes the entire wardrobe except the outfits
At least i think this is the same problem
 
This was on a new character who has not progressed that far into the game.

(And, I mean really early -- I have 0/59 completed challenges with this character.)

But maybe there's an inventory wipe on an initial quest?

But how does this explain being able to equip an outfit but not modify it?

(Also... I have had a backpack get added to some of my wardrobe outfits, which I would like to remove.)

It's been years since I played this game, and I do not remember enough about how the wardrobe system worked.
