Gang Notority gets the attention of all gangs. At 3 or 4 Gang stars, rival gangs not a part of the current gang notority have a small chance to appear who are also hostile to their rival gangs. At 4 stars, the chance increases.
At 5 stars, it ends up attracting the full attention of all gangs, knowing something big is happening, causing something similar akin to the Saints Row 1 mission Reclaimations where it just becomes total all gang warfare. May result in allied Saints showing up to assist.
