The strange effect of Powertools

I've been using PowerTools for quite a long time, because I felt like my game was faster than normal. But now, I'm not even sure at all.

When I use powertools, there are places where it turns very damn slow even if my FPS is pretty much optimal (I get 45 least on these "heavy demanding places"), and when I don't use Powertools, the speed is normal.

One of these places are pretty much interiors, like the "Technically Legal" stripclub, the Penthouse Safehouse and that big-ass house I forgot the name about.

This makes me think, was my game actually normal and not that fast? Or is this a glitch from PowerTools?

Who knows power tools can only work and be used if you have windows 7 and have the speed up bug but the problem with me i don't really have the speed up bug i just have a minor lag type thing lucky but that can only be fixed if i get a better computer but probably then i have to use them because the the more higher or lower your cpu is from 3.2 ghz speed so maybe you don't need them.
