I got the steam version. And no mods installed.
When i start the game it runs the start up logos at 4fps and then goes into the main menu at 4fps. When i start a new save still 4fps. When i tab out of the game the fps goes up to around 150fps, but when a tab back in it drops down again. It only uses around 30% of my GPUs 30 and doesn't max out any of my CPU cores.
I have tried verifying the game files, reinstalling the game, editing the windows host file, change graphic settings, turned off thread optimization in Nvidia control panel, updated graphic drivers, setting the game to high priority in task manager, set my pc to ultra performance mode in power options, launching it in windows 8 compatibility mode, launch it in 640x480 resolution and restarted my pc several times.
Specs:
OS: Windows 10 home
CPU: I5-4690k (overclocked)
GPU: Gtx 970
RAM: Corsair vengeance 2x8GB DDR3 1600MHz (overclocked to 1867MHz)
Motherboard: ASUS z-97a
Boot-drive: Samsung 970 evo 500GB
Game-drive: Seagate ST3000DM001
Found a fix: Apparently SR4 seams to have a similar issue as the SR2 controllers(HID usb devices) constantly makes you move up in the main menu. I fixed it by putting x360ce_x86 in the folder with its x360ce and xinput1_3.dll files.
