Sudden lag in sr2

I reinstalled steam sr2 and did the typical steps to optimize the game.
The game is going 50-60 fps, but there is a point where the game suddenly starts to get stuck and is unplayable but it is not a question of ram, since I play other games and this does not happen to me
 
Anything more specific, as in what were you doing (in game)? I can usually run SR2 pretty smoothly, even on an ancient PC such as mine, but some areas/special FX (glowing markers like garage, rotating mission icons, some explosions) slow it down to a crawl. Also, sometimes it just starts to lag with no apparent reason, which is my cue to close and restart it (usually fixing the issue).
 
Then I'd wait for somebody more tech-savvy than me, I'm sorry.
I run GotR and applied the speed fix since I'm still on Windows 7, that's all I did and the game is mostly enjoyable (barring its usual issues like fps drop, crashes and known bugs).
