Steam & SRTT - NOT Launching

I have the FULL ligitimate version of Steam & SRTT and have been playing it with no problems untill today.
Now when I double click the Steam icon on my desktop, nothing happens and the same with the SRTT icon too.
I haven't changed anything on my pc and Microsoft Security Essentials shows no malware found.

Should I try downloading Steam and re-installing it ?
Steam came with the boxed version I purchased and steam has been updating periodically
( please restart to install steam updates )

Any help or tips would be very much appreciated, thanks.

Possibly a dumb question, but have you tried rebooting your PC? Always a good first troubleshooting step.

EDIT: Also, don't uninstall Steam! That will also delete all your game files too and you'll have to redownload a ton of game data.

Certain Steam issues may be corrected by removing and refreshing your Steam files.
Windows XP/Vista/7

• Completely exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).
• Delete all of the files in this folder except:
• The Steamapps and Userdata folders and Steam.exe (If 'exe' is not visible, look for the black and white Steam icon)
• Restart your computer.
• Then, you will need to launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.
• With Steam running, re-test the original issue

Thank you IdolNinja, that was the first thing I tried but Steam still did not work.
I tried the procedure that Arglaar recommended and now it works.
