starts in windowed mode

So, if I am to understand your post correctly, and trust me, I am trying hard to understand what you wrote...
If you do not have full screen set in the display settings, it loads in windowed mode?
How is that a bug?

sorry, i'm not good with words but i have it set to full screen, it just occasionally changes the setting when starting up forcing me to change it back

Open Display.ini in <steaminstallfolder>\steamapps\common\saints row IV
Make sure Fullscreen = True and Borderless = False are set.

Also, are you pressing ALT-ENTER at any time while playing?
That's the default windows hotkey to switch from Full-screen to window mode.

If you are, stop pressing that

Give this a shot: open the game, set everything how you want it, then go to your SR4 folder in steam and set the "display.txt" file to read only.
