Tell me please. How to solve the problem. 3rd part of 2011. Steam version. It has long been bought and installed today. The problem is that when you enter the game, wild lags begin. When I entered the menu, the game freezes, for about 20 seconds, the sound works. With equipment there can be no question, because in GTA I play online and there is none. P.S. Sorry. My English is bad.
 
I had this problem on my last computer. What worked for me was to open the task manager, find com surrogate, right click it and hit "end task"
