Some questions regarding the "Plague of Frogs Pack DLC".

Were the contents of this DLC ever released as a mod or "source files" for PC?

Aside from the 2 outfits and 1 weapon from this DLC, were there any other differences/new content included in the SRIV Re-Elected edition?
Also, while googling it, I found this (now out of stock) CD Key for Steam that supposedly has that DLC included but I doubt it was even real:
 
I was able to make Jezebel's outfit (Hellish Princess Costume) as a mod by extracting GooH files. Game of the Century Edition doesn't contain this DLC and also it's not and never was available on Steam
