When I played Saints Row 3 on the 360, i would see random saints walking around, but with this remaster version, I took control of alot of areas and never see fellow saints walking around. ?
Saints not roaming the streets.

this might be a late reply but i think this occurs after you complete the mission where you give stag back nightblade or keep him
You probably Let STAG to taking over the city you might Reload before making decision when the option comes out.
