[Requested Mod] Notoriety Locks at Level 2

I edited the notoriety.xtbl file so that any crimes committed have a max of level 2, thus locking the amount of notoriety you can acquire at level 2. Simple

In case you decide to skip the readme, just drop this into your Saints Row IV folder.
If you have steam release, it is in Steam>SteamApps>Common>Saints Row IV.

Note: This is different from the open notoriety mod made by Smashbro596, I merely made the max amount of notoriety able to be 2, I did not change the points given to increase notoriety per crime. If anyone would prefer such a version I can add that as well.

Just letting you know, if you don't have a Steam release (but do have the game), that means it's pirated.

Tried this mod out last night and it works great.
Got almost all of my kill x aliens with y gun done.

The only suggestion I'd make is to see if you can revert the level 2 notoriety back to how it was earlier in the game instead of later..
(Hordes attack, not the upgraded cars with turrets and the specialists)

Not sure how I'd do that, all I did was make it so each crime maxed at notoriety level 2. Maybe once the actual tools release this will be possible or at least apparent/easy

Just to prevent any confusion, you want the notoriety locked at level 2 which has been done by Temujin and want the police cars and police bikes to show up like at the beginning of the game instead of the specialists and turret vehicles like later on?

The idea is to make lots of Zin grunts spawn to assist with the challenges that require you to kill lots of grunts with specific weapons.
Also, many people do not like the harder enemy types that show up at higher notoriety levels at the end of the game. (The ball, for example)
