QR codes on buildings?

I've found one QR code on a building, but I can't get it to scan on most of the normal bardcode scanner apps I have; google goggles claims that it decodes to "tails id 172628570", but I haven't found any search results for this. Any of y'all have clever insights?

Nope, that is a full QR Code there. It might be that your apps are having troubles with it being bordered with dark tones.

I remade it in paint.net and got "SUBMIT HUMAN!" when I decoded it.

For more information, it appears to be made with the character encoding "UTF-8", have Error Correction of H-type.

Edit: It may have a different character encoding, it doesn't seem to matter when I change it.

Aha. While I'd tried cropping it to just the dimensions, it looks like I wasn't precise enough; the QR scanners on my phone really, really want a light-colored border around the code before it decodes properly. H type is "restore up to 30% corrupted bits", and encoding doesn't matter since it's just 7-bit ASCII anyway.

It's a little ironic that the QR spec was designed with so much redundancy to be highly resistant to errors from damage to the code, and then people went and made decoding programs that fail on the tiniest anomaly anyway.
