The question to ask yourself when thinking about modding DLC, is:
Does this potential mod circumvent paid content by making an item or other feature available that someone didn't buy?
EXAMPLES:
Adding a DLC vehicle to spawn normally in the open world whether someone owns the content or not? BAD.
Porting over DLC VFX to use in a different game? NO PROBLEM.

What about porting the totes kawi hairstyle from saints row 4 to saints row the third? I have already accomplished this yet denied to upload it as requested by many since it is dlc. I was under the understanding that porting dlc from one game to another was still the same thing as giving away free dlc. So my question being is it ok to share my ported item or continue my reasoning for not uploading it due to dlc?
