no notoriety!!!!

ever wanted to go on a killing spree with no consequences? well then this mod is for you! (this is my first mod)

known bugs-
notoriety levels go to full with one kill, but no one spawns to kill you
cops that are around you shoot you if someone is killed in front of them,but no persuers.
