No Commercials, No DJs for Radio

This mod removes all commercials and/or DJ segments for the radio stations ingame. Now you don't ever have to hear NyteBlade on the radio again! Newscasts are not touched, so you can still enjoy the results of your work after a mission.
Just choose which edition you want and have fun listening to the radio again.

Some things to note


* It's possible to mix and match the two versions if you like the DJ of a certain station but not on another one.

* The Adult Swim radio has exclusive commercials and no newscasts attributed to its .xtbl. I'm assuming it's the parts where he rants about "Jon" stuff and not directly connected to song intros, but I can't be bothered to verify this.

* This probably works for regular SR3, but I believe you will need to remove "uhd_" prefix from <Interface_image>.

* Testing was only brief, so I may have missed something and there may be issues. Please tell if so.

Extract from misc_tables
Open up each respective radio station in Notepad++ because xtbls are pain in notepad.exe
To delete commercials, I deleted everything that started with COMMERCIAL in <Commercials_List>. Newscasts and mission-specific interruptions were left untouched.
Also, Station_Playlist was removed to only include one Song so it effectively always plays songs. No sweeps here!
To prevent DJs and call-ins (which are part of intros in SR3) I simply changed the chance of intros and outros playing to 0. (Fun fact, Adult Swim has 50% chance while other stations have 40% chance)

Thank you for the mention, I'm always happy when one of my tutorials is helpful.

Also thank you for writing a mini tutorial of your own. SRTTR doesn't get a lot of love when it comes to tutorials so it was very nice of you to take the time to explain.
