Modifying particles/effects?

Hi! Actually i have a crappy pc :
-AMD Phenom x3 8650
-4gb ram ddr3
-Nvidia GeForce GT620
-1tb HDD WD Caviar Blue)

-I run the game at 45-56 fps most of the time, but i get big fps drops when there are too much particles(mostly from explosions) in the scene.
I want to request a mod for changing the effects,reducing particles per explosion or reducing drawing distance for particles.

There is no proper way to do that, all VFXs are baked and non adjustable and there is no tool for editing vfx files.
