MOD REQUEST: Gangs Only Cheat

This is something i just thought of, pretty much takes away all the peds and replaces them with gang members,
So it would petty much do the following:

1. Take away all peds and adds a lot more gangsters around the city
2. all civilian vehicles will be replaced with gang cars
3. A lot more fun and gang violence!

Would this be possible to make ?

It would be possible, but likely not as a cheat. It would be something that would be added as any other mod.
