ThomasJepp.SaintsRow.ExtractStrings.exe - in CMD in a directory with both ThomasJepp.SaintsRow.ExtractStrings.exe and file you wish to extract run following command:
ThomasJepp.SaintsRow.ExtractStrings.exe sriv %filename%.le_strings
where %filename% is, obviously, a file name.
ThomasJepp.SaintsRow.BuildStrings.exe - just drag and drop on ThomasJepp.SaintsRow.BuildStrings.exe edited file you got after ThomasJepp.SaintsRow.ExtractStrings.exe usage.

Hi,

What file are you extracting? where did you get it from?

Edit: If I had to guess, this will be from an unofficial translation and they have hacked their strings and font files rather than doing it nicely.
