Hadouken at any time in the game

I wanted to ask the '' 'hadouken' 'which is only available in Utima mission of dlc Trouble with clones could be used at any point in the game even outside the mission (this having the dlc) if this is a violation advise me.

Install IdolNinja's Sandbox+ along with BadMadScientist's All weapons in freeroam (or Shitface's Weapon Re-Balance, which contains All weapons in freeroam plus lots of other tweaks, fixes and improvements). If you do everything correctly, you'll be able to toggle superpowers via CTRL + INSERT.
