I'm aiming for 100% completion of the game, however, to do so I will have to complete some assassinations however I have claimed all the districts and some assassinations require me to kill gang members to bring out the targets however there are no wandering gang members for me to mercilessly slaughter so is there any mod out there that can bring back the gang member

Look for the random encounters mod in the mod releases forum. You could then go to the target area, and start killing the gang members that show up. That will probably solve your issue. IIRC, the gang members you have to kill are Luchidores; that works because once you've completed the storyline, it's mainly Luchidores that turn up when you use the random encounters mod.
