Error for mod

I'm getting on windows 7 proffesional when intalling mods that I extract to the thq/saints saying access denied, I've removed the read only and what not and it still want let me... is there a config file I need to change to install mods or am I missing something all together? Loving the game rented it on ps3 then bought it on PC cause I thought it looked way better.
