Editting an NPC's appearance

So I suppose I should ask if this is even possible. Im specifically trying to edit Tobias to make him look more like he did in sr1 (They really made him go from hot af to ugly af for some reason) and I started by trying to give him Shaundi's hair by editting Tobias' npc, snpc, and cnpc .xtbl files from common.vpp_pc. Unless I did something wrong i dont think it worked so I figured id ask if anyone has had any success with trying to do this sort of thing. I saw a few forum posts about changing clothing but they were kinda old. Is trying to do this just a waste of time or is it actually possible?

To change the hair, i believe that you need to find the file name of Shaundi's hair in "customization_items". Perhaps in npc, snpc, and cnpc.xtbl contains Tobias's Hair model that he uses, you can change it.
