Edit Gang Relationships?

Hi,

What file (if any) can i edit to change the gang relationships? for example, Cops allied with Lucadores (or saints).

Any help is appreciated.

UPDATE: Found the section in Characters.xtbl, I changed the Police team to "Playas" but the police cruisers no longer patrol but will turn up during missions. Anyway to fix this?
