There are many Zinyak propaganda posters all across simulated steelport, is it possible that there are so many due to the designs being already half way done from the scrapped stalin city from before ETD?

something i noticed after posting this that there are 2 distinct styles of billboard, the older stalin style ones and the newer looking ones that have more to do with the zin

It’s possible Volition just reworked what they already had instead of starting from scratch. You can see similar reuse in some of the textures and building layouts too.
