There are many Zinyak propaganda posters all across simulated steelport, is it possible that there are so many due to the designs being already half way done from the scrapped stalin city from before ETD?

definitely yeah, 3 and 4 didn't have that much budget to begin with. possibly the drawings were from an older stage of development while the text was able to be changed easily

something i noticed after posting this that there are 2 distinct styles of billboard, the older stalin style ones and the newer looking ones that have more to do with the zin
