I and VSkyRimWalker have just discovered a very strange thing regarding DLC icons in Saints Row: The Third. You see, they look normal in DirectX 9 mode but they become much darker if you launch the game in DirectX 10 & 11 mode for some reason. And what's weirder, only DLC icons are affected, all vanilla icons are exactly the same in both modes. Just take a look at this comparision. What the heck?

After some tests we came to a conclusion that all icons stored in ui_bms_dlc_al files are affected, while vanilla icons stored in interface-backend files are not. Really weird stuff.
