cmesh2obj isn't working for me???

The .peg_pc files are located in "pegs.vpp_pc". You'll have to extract that first.
So i did this as i forgot to do so but an issue is the textures suppose to be like this?

The reason the NPC colors in SR2 are like this is because the game uses the same data for NPC clothes as it does for the player's clothes. So they have textures that allow applying colors from the customization color palette which usually end up with bright neon colors such as these to i indicate primary, secondary and tertiary color options.

Yep, that's all correct! Make your edits to the .png files. When you're done, drag the ".peg_desc" file onto sr2PegTool, and it will convert the png files to dds files, and repack them into the .peg and .g_peg files.

As Singa said, the brightly colored textures just tell the game where to apply color using the in game customization system. They won't actually look like that.
