are there any fix to it or no?The reason the NPC colors in SR2 are like this is because the game uses the same data for NPC clothes as it does for the player's clothes. So they have textures that allow applying colors from the customization color palette which usually end up with bright neon colors such as these to i indicate primary, secondary and tertiary color options.

As Singa said, the brightly colored textures just tell the game where to apply color using the in game customization system. They won't actually look like that.
