Saints Row IV Bypassing weapon animation "locks"

Don't know what to call it, but weapons using either the "Lever" or "Shotgun" animation sets seem to have this hard set delay in them that prevents one from firing again while the cocking/pumping animation is still playing.

While it does make sense to only allow firing after the animation is done, it effectively makes the rate of fire upgrades pointless since the cocking/pumping animation prevents the firerate from being any faster.

I've been taking a look in the the table files that appear to be related to animations but I've yet to come across anything.
