Borderless display mode requires re-initialization

Alright. The brass tacks of this issue is that the "Borderless" display mode, a.k.a Borderless Windowed, Multi-Monitor Mode, etc. etc. doesn't properly initialize for me when I start the game. While the borders are removed from the display window, the position is offset by the size of the Windows Taskbar, meaning that a small chunk of the display area is off the screen. If I go into the Display menu, cycle some display options, then hit F2 to apply, the window properly positions itself, though I still have to click the Windows Taskbar and then the game window again to make the Taskbar hide.

One thing I know I should mention: I keep my taskbar at the top of my screen, not the bottom like most people. I have a feeling this is related.

Oh yes, I'm running Windows 7 Professional x64 edition.
