Basic Neck Tattoo can not be removed

Anyone who played SR3 knows about this bug. No matter how many times you remove, then save, it never stays removed. Except this time it's different. It comes back, but in white. I don't want tattoos.

I've seen it mentioned that adding a new tattoo will allow you to then remove preset tattoos properly.

I'm pretty sure I did this to get rid of it in SRTT; however, before I did that, my first method was just to set it to 0 transparency, and that worked until I tried the former method on a second character.
