saints row 2 glitch

Whenever I start up any of my game saves or new game or reinstall all the NPC's are frozen unable to play Super laggy until I bump into one or two npc's then everyone in the game are mostly moving what I have installed Saints row 1 texture pack v4.1 Fast cellphone Improved car mod Gentlemen of...

I am experiencing an odd glitch on the pc port of saints row 2, i already have Gentlemen Of The Row but for some reason when i try to open a save or start a new game, my character cannot move and is in a fighting stands.

This video had been sitting in my disk drive for 2-4 months yet i still don't know how this happened or activated and i didn't even had cheats on at the time. All suggestions or remarks are appreciated.
