That guy merely edited the cutscene to show an NPC using Julius' ported SRIV model instead of the player.

You don't have to start a new save file to play GOTR. You can play an older vanilla savefile with GOTR just fine, the only downside is that you will not get any of GOTR's new rewards for activities and missions you have already completed. You will only receive the new unlocks going forward.
