Absolutely. The game doesn't seem to contain any achievement-disabling code when using mods or external cheats. And as such, the same goes for script injection with DLL, like with MixFix. Can confirm with Saints Row: The Third Remastered.
Here's one to add to the known issues. The Tag UI minigame isn't centered.
And this one is surely known, but probably forgot to add it out (or already fixed it internally). The biggest “issue” is really the money count which is out of bounds in the pause menu, but the pause menu is also not...
I think the actual reason was the modified settings.dat file generated with the JUICED patch. I did thought of also renaming, and removing the provided DFEngine.dll it had.
Either way, Yep, without the JUICED patch, it does work fine!
Just plain crash. Currently making a game backup, and reinstalling the game without Juiced to be sure (Even if I've did just renamed it's .dll which should have just disabled it)

I'm currently using Overhauled Stillwater, which uses an outdated version of SuperUI 2.27 with the Juiced Patch 7.1.0.
I went with your installation steps, and installed the ASI Loader .dll injector, d3d9.dll as it seems to be the correct one for Saints Row II...
