When I try to compile it says "missing temporary folder" even if I make the patch_vpp_pc_new folder myself

So I'm able to play the game itself just fine, but any time I start up the mission to unlock Lazarus it freezes after I get to the first location with her and I can't find anything online about it. I have no idea what the issue could be but if anyone has suggestions I'd really appreciate it...

I'm having this issue in stores where I'll start scrolling through items and the music will just cut off, then my character becomes invisible so I can't see items anymore, and then the game just freezes. This only happens if I use a clothing store, doesn't freeze at all outside of that, please...

Where even is the usermods folder?

This is my first mod ever for SR3 so I have no idea where to put the files, please help T-T
