As has already been stated, people are waiting for the modding tools.
SR2022 seems to have been a disaster when it comes to sales, so we'll see if they ever bother making modding tools at all. They may just want to focus on another game that isn't a financial failure, after patching SR2022...
It's not puzzling at all. They would need to put in effort to do this, and that effort could be put into making half-baked DLC that earns them more money than a patch ever could.

I played AoM about 4 months after release, I believe. My number 1 issue with the game was the repetition. If you played an hour, you've literally played the entire game. The enemy variety was terrible, the dungeons were terrible, the bosses... I barely remember those, etc.
As much shit as SR4 gets, I actually liked the superpowers in that game. It meant you could alternate between the powers to kill the enemies in a variety of ways. I really liked that.
SRR is a gun party every damn time and I wish it wasn't.
Uhm... I strongly disagree. Chilling on a car roof shooting people over and over and over landrover isn't good mission design IMO.
Aside from that, I think you nailed it. They played it way too safe. I guess the snowflake TikTok people would find SR3 offensive today.
When the competition is the following, I'd say yes:
It's currently being outsold by a TMNT game, F1 Manager whatever that is, Mario kart 8 deluxe (a 5 year old game) and Forbidden West (a 7 month old game).
Note how Forbidden West didn't move at all in a week.
