It was absolutely not an accident. IdolNinja had been hunting for the source code for ages so we all have him and his unwavering persistence & dedication to the game to thank for this.

This is one of my fave sr2 things :D Yep, that's all in the game. It isn't a one time only mission thing either like in SRTT and SRIV - any time a song that the specific Boss voice can sing starts on the radio while driving, they might sing along. The Xbox 360 version even has an achievement...

I'd maybe recommend trying out the stopwatch test, at least to see how close you can get to the normal game speed. It does sadly sound like you might be one of the unlucky ones who just doesn't have the perfect fix, though.

Ok, good to hear it wasn't because of dynamic lighting, at least. I have that issue on my current pc and there's no fix for it. Just to make sure - you've been trying to manually find the correct percentage for Powertools by using the stopwatch test, right?

Inconsistent game speed might be worsened or, combined with Powertools, caused by dynamic lighting. It won't fix the speedup bug itself but try lowering the setting to see if it makes the game run a bit smoother, to rule it out as a cause at least.

So did you do the stopwatch test? The automatic version of Powertools has never managed to detect the correct percentage for me on any PC I've tried it on.
