I think you can try spawn_info_categories.xtbl within misc_tables.
This file defines types of peds, like cops, gimps, mascots, young people etc.
Try increasing the cap and "chance" values. (I have never tried it, so not sure if it will work.)

I think the longest part was getting proficient enough with Cheat Engine in general to think on how it could be done (been using it for years), then after I put an "aha" moment together it took a few hours to get it...

I am much busier these days so cannot go in depth in my reply or mod the games as much as I'd like.
Managed to make some changes, but I did enjoy it a lot after lowering the knockback force to 3 for everything...

Unfortunately people that can break open the game are no longer interested on it or Agents of Mayhem, so it hasn't been made very moddable. I think the most significant mod is probably the black bar remover on cutscenes still
derpy look aside, this would've been SICK to have been included as part of a boss fight lol (though engine limitations would probably make this way harder than it needs to be)
You can try reverting to legacy stable branch first before reinstalling the mod
right click SRIV in games list > Properties > Betas > select legacy_stable (though it might not immediately work for you)
OK, I got it to appear. This file lowers the bridges too, but keeps the zombies.

On both 16:9 (as in doesn't break the effect) and forced 21:9 1120 x 480 through custom resolution utility.
It didn't work when changing from 16:9 to 21:9 in-game, but no one would actually do that so it's not a problem.
I did try messing with hud lua to disable it but...

The "pre-workshop" means the lack of Steam Workshop support in this case, in the game's earlier years. It is not available through either stores, so one'd have to do some serious digging to find it.
As for dxvk, feel free to holler if you have troubles, I feel it is quite simple in most cases...
I think it's something to do with the workshop build being more unstable than the pre-workshop build. I'm not sure what causes it either or how to fix it, other than "have less big size of mods installed" (some mods are really high res).
