Do you know that Saints Row 1 shipped with a developer console on disk and is very simply to enable?
well mostly all Volition games have a developer console and within each release they do minor upgrades to it.
Saints Row 2 is no exception! with the PC build having it when built as a debug...

ThirtneenAG's Ultimate ASI Loader is just a .dll loader that only loads .asi which are just dlls renamed, it works for any Windows application, not just GTA or Saints Row.
According to PCGW the game keeps pinging the Steelport service and since it's dead it won't work, thus causing stutters...
It's the bogus(missing) texture, even though it's broken on PC and it's supposed to be gray which it is in Juiced, the mall has bogus textures on roof model-lights
Turn off UseFixedXACT, no idea why it crashes we have literally changed nothing in it, could you also zip/archive the actual corresponding .dmp file? (also try to disable sleephacks) I've had someone crash at runtime with it but have had it working in an older version which is kind of old, not...

No RowInput isn't even aware if you have a controller connected or not and doesn't track controller input, it just changes the controller actions in game (you can open the options menu and even see it changing on-foot vs vehicle) depending on the player's actions it's a hack not a real fix...

Is your game actually using the tss01.lua from GOTR? cause it's modified to use the AR200 instead of the AR200_ss03, you can install the entirety of GOTR as a loose modpack just need the .tbls in the folder too, you might have a mod that has it's own tss01.lua for whatever reason.
r4 now includes shoulder swapping, can now switch shoulders (on-foot, SRTT values) /invert while in fine aim by pressing a bind (Default is Mouse5)

I see, I'm just still interested on what is actually lowering your performance, since your framerate doesn't go high up as 60 I doubt it's fixframetime,
Could you try Monkey Patch which is what Juiced patch is based of and see if your frames are also worse there? my guess the worse performance...
