I think it's perfect, to be honest. HAWP did at least two videos on SR3 (maybe 3), so they're clearly big fans of the series. And I guarantee people will buy this pack for Papa Burch alone.
I thought the problem with boats was that they're already in the game files, but there are no longer any physics for them, so they don't work properly when put into water. At least I think that's what Idol said a while back.
I too am curious whether it's possible to change this. My guess is that, like the glitching effect on buildings, it's a shader, hopefully one that can be disabled.

I agree, though, the customization options have only gotten worse with each game. in 3 we lost layering and in this it feels like every other piece of clothing is trapped in a single mesh suit or outfit. Hopefully the move to next gen will solve this...
they could release the mask separately as DLC but put a disclaimer on it or something. In a game where one of the perks is being able to create a horrible monstrosity of a character, I doubt even this fanbase, toxic as they can be, would complain about a free mask with clipping issues.

in the vanilla game you can only turn off the pixelation for most things with the cheat, but it will toggle back on every time you boot the game. The above mod turns it off permanently and is the preferred solution. The pixelation on buildings so far has no solution unfortunately.
